THere is a new Council on Alcoholism and Substance Abuse at Columbia University report on government spending on substance abuse and addiction.

very sad.I think this is a very good council and they are doing alot of good work.it's sad that 98% of their funds go to "SHOVEL UP WRECKAGE OF ILLNESS, CRIME, SOCIAL ILLS; ONLY 2 CENTS GOES TO PREVENTION AND TREATMENT"

Look at DARE for example - it has some successes but not in terms of its primary goal to prevent drug use. It's hard to make people care enough when it's not a problem to take action (prevention). Addicts and their support systems are much more motivated to make changes and seek treatment when becomes a problem (lose job, prison). I'm not sure how to get around that mind shift, but I can't overstate the role of parents in drug prevention.

Looking at the Senior Staff it would seem that a great deal of $$$$ must be spent there as well.

Although I do realize that the "shoveling up" was in reference to government spending.

The Mission Statement seems to make it clear that CASA is not necessarily in the prevention and treatment business, rather they are a think tank, dedicated to research and analysis

To see treatment at its finest, is to witness the hours dedicated volunteers spend holding, rocking, and comforting newborns addicted to heroin and/or a host of other drugs.

I said there was a new Council report.  The report was new.  You didn't read the entire sentence.

In point of fact, Jan Lucinda, I read the entire sentence more than once. I freely admit to being confused by your statement;

Perhaps, just perhaps. for clarity the statement would have been more meaningful if you would have said, "There is a new report from the Council on Alcohol and Substance Abuse..."

However, I am the first to admit that it doesn't take much to confuse me...adjectives are no exception.
